On December 28, 2020, the FILW development team held the first IPFS global developer conference call. More than 350 developers from all over the world participated in this conference.
 
The meeting summarized the development work of FILW in the previous stage and reported the latest progress; then, developer representatives from all over the world exchanged views on the problems in the current development process and suggestions for the test network. Finally, the meeting discussed the IPFS governance plan, and finally reached a consensus on the following issues.
 
1. What is FILW?
FILW is the pass token of the IPFS governance layer. It is the only governance layer on IPFS. Through the FILW governance mechanism, more professional, safe and stable storage management services can be provided for the entire ecosystem of the IPFS industry. Storage users of the IPFS network can obtain FILW by participating in ecological governance. At the same time, holding FILW is also the only certificate for users to participate in IPFS ecological governance. The more FILW they hold, the higher the weight of ecological governance.
 
2. What is the relationship between FILW and Filecoin?
Simply put, Filecoin is the only incentive layer for IPFS, and FILW is the only governance layer for IPFS. FILW and Filecoin are parallel. Many original problems can be solved through Filecoin's incentive mechanism and FILW's governance mechanism. The reasonable cooperation between Filecoin and FILW can not only balance the development trend of the IPFS ecology, but also effectively promote the overall development of IPFS, discover huge potential areas, and drive the rapid development of the entire distributed storage ecology.
 
3. How to participate in IPFS governance through FILW?
FILW is the only pass for the IPFS governance layer. Users participating in IPFS ecological governance can get FILW rewards. Similarly, the more FILW they hold, the greater their say in ecological governance. The rules can refer to the FILW economic model.
 
4. How to participate in the FILW test network?
Currently, the FILW test network is only open to some user developers. The purpose of the test network is to solve the problems that may occur after the main network goes online. Therefore, it will not be fully open for the time being, and will be gradually released to allow more people to participate.
 
5. When will the FILW mean go live?
There will be several rounds of testing and verification before the internet goes live, and the specific market goes live separately.
